A Nibbler is used to cut irregular size or shaped holes in sheet metal. When the handle is squeezed the head is drawn into the tool, where it cuts a little chunk of metal from the part. The tool in the lower part of the photo had its handles cut down so that it could be used inside of tight spaces.
