Large holes are cut into sheet metal parts for several reasons:

To make the part lighter;
To give access for inspections and repairs;
To allow other parts like wires, cables and hoses to pass through;
To make the part stronger.
The flanger has two plastic rollers that turn the edge of a hole up, giving the part extra stiffness.
